Catholicism and freedom

The Catholic Church has never accepted, and can never accept, the democratic idea of authority coming from the will of the people.  This is because Catholics hold human free will in such high regard.  The will of the majority may be sufficient to determine the will of cattle in a herd, but the will of a human being can be legitimately compelled only  by God Himself.  Hence it is not only to honor God, but also to honor man, that the Church says that all authority comes from God.
